A Substance Use Disorder Health Equity Report Card (SUD-HERC) and Landscape Analysis of SUD Treatment Resources in Port Huron, Michigan
Social Work, MCBAP, Peer

Presented by:

Ken Heuvelman
Professional Counseling Center

Dr. Karren Campbell
Michigan State University

Dr. Heatherlun Uphold
Michigan State University

Overview
The SUD-Health Equity Report Card (SUD-HERC) is an easily digestible way to increase local knowledge of and support for a full continuum of SUD services based on local data. It was created by incorporating over 30 health indicators from multiple data sources (e.g., health departments, MDHHS, US Census) and organized into 4 different categories (demographics, available health services and access, socioeconomics, and substance use) by location (U.S., Michigan, St. Clair County, and Post Huron) in order to measure any health disparities. The SUD-HERC has been designed to help identify data gaps that will inform the collection, reporting, and availability of publicly accessible data. It is easily understandable to the layperson and provides verbiage that can be copied and dropped into reports, presentations, articles, publications, and grant applications by community organizations, policy makers, public health providers, and other professionals. The Landscape Analysis takes a look at current SUD specific services in St. Clair County down to the specific service levels. This includes identifying what specific interventions are available in what locations. This allows to better understand what is currently available, what services are missing, and which geographic areas are more underserved than others.
Bio
Ken Heuvelman is a Limited Licensed Professional Counselor, Certified Advanced Alcohol and Drug Counselor, and Certified Clinical Supervisor. He works as the SUD Family Support Program Supervisor with Professional Counseling Center in Port Huron. He has a Master’s in Psychology from Montana State University-Billings and a Master’s in Clinical Mental Health Counseling from Walden University. In the community, Mr. Heuvelman works as an advocate for the expansion of access to behavioral health treatment and for innovative approaches to reduce the community impact of opioid overdose. Ken is also the Chair of the St. Clair County Substance Use Prevention, Treatment, and Recovery workgroup, and is a member of the St. Clair County Health Department’s Advisory Board.

Dr. Karren Campbell is a Faculty Research Specialist (Michigan State University, Department of Public Health) experienced in clinical/community psychology, epidemiology, public health, multidisciplinary collaborations, community-based participatory research, and evaluation. As a generalist, her research includes prevention and early intervention to improve health equity for indicators such as substance use/abuse (including pregnant and postpartum women), child/adolescent development and mental health (including ACEs), community violence, healthy nutrition, and social determinant of health for underserved ethnic minorities.

Dr. Heatherlun Uphold translates research into practice by utilizing community-engaged dissemination and implementation science and integrating novel strategies into the discipline of public health. She is specifically interested in reducing the research-to-practice gap and improving information and data equity through audience-centered message distribution and culturally sensitive strategies. She leads the Health Equity Report Card for Flint and Genesee County, Michigan, and the substance use disorder-specific Health Equity Report Card for Port Huron and St. Clair County, Michigan. Both report cards identify and communicate the state of health disparities through an easy-to-understand format to support community prevention and intervention efforts and improve health equity.
